Background: In order for ECOP to effectively operate at the regional level it needs to build on the structure of its existing Chapters. These Chapters are based in a number of regions across the Philippines and serve as the extension of ECOP at the local level.

The Dutch Employers Cooperation Programme (DECP) is supporting the development of three pilot ECOP Chapters in Pangasinan, Baguio, and Naga towards full operationalization. To this end, the Chapters are expected to obtain legal status, develop a strategy for recruitment and retention of members, identify possible services that could be implemented by the Chapter, establish contact with regional policy makers, and have a closer link with the work of ECOP National.
