The Employers Confederation of the Philippines (ECOP), represented by Director-General Jose Roland Moya, participated in a key regional meeting organized by the ASEAN Confederation of Employers (ACE) and the International Labour Organization (ILO) to validate policy positions on social security portability for migrant workers.
Held on 9 May 2025, the meeting brought together employer representatives from across ASEAN to refine a joint position that supports the development of inclusive, practical, and fair social protection mechanisms across borders. The dialogue focused on ensuring that migrant workers can carry their social security benefits with them when they move between countries in the region.
Director General Moya contributed insights from the Philippine context, including the experiences of Filipino migrant workers and the efforts being made to ensure access to social protection before, during, and after overseas employment. His intervention emphasized the role of employers’ organizations in shaping regional policies that are both business-friendly and socially responsive.
This initiative forms part of ACE’s broader engagement with the ASEAN Labour Ministers (ALMM) and the ASEAN Committee on the Implementation of the Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW), where employers play an active role in social dialogue on labour mobility and protection.
By actively contributing to regional policy development, ECOP continues to advance the interests of Philippine employers while supporting rights-based, coordinated approaches to labour migration in ASEAN.
