From 3-5 December 2024, ECOP was represented by its Director-General, Mr. Jose Roland Moya, at the International Labour Organization’s (ILO) Dialogue on Just Transition with Indigenous and Tribal Peoples held in Belem, Brazil. This event, part of ILO’s broader initiative to promote a just transition towards environmentally sustainable economies, saw participation from various employer organizations across the globe, including Brazil, Ecuador, Bolivia, Nigeria, Norway, and Canada, all under the umbrella of the International Organisation of Employers (IOE).

The dialogue aimed to foster a synergy between the UN’s climate change mechanisms and the rights of indigenous and tribal peoples. It brought together ILO constituents – governments, workers, and employers – with leaders from indigenous and tribal communities to discuss and strategize inclusive pathways for environmental sustainability. Preparatory meetings on December 3rd set the stage for the main dialogue sessions on December 4th and 5th, where the focus was on ensuring that indigenous voices are central to any consultation or policy affecting their communities.

Mr. Moya highlighted the pivotal role of employers in this dialogue, emphasizing the importance of social dialogue in ensuring that indigenous and tribal peoples are not only heard but actively involved in decisions impacting their lives and livelihoods. He stressed that these communities, who often bear the brunt of climate change’s adverse effects, must be provided access to employment and decent work opportunities.

The dialogue underscored the necessity of integrating indigenous perspectives into the just transition framework, acknowledging their traditional knowledge and practices which could contribute significantly to sustainable development. ECOP advocated for policies that respect, promote, and consider the rights of indigenous peoples, aligning with the broader goals of social justice and equity in the climate action arena.

The presence of employer organizations from diverse regions like the Philippines, Brazil, and Canada, among others, showcased a global commitment to these principles. The collective aim was to navigate the complexities of transitioning to a sustainable economy while ensuring that no community is left behind. Discussions touched upon creating inclusive employment opportunities, enhancing social protection, and ensuring that the transition to green economies benefits all societal segments, including those most vulnerable to climate impacts.

Mr. Moya’s participation in this dialogue not only represented ECOP’s dedication to these issues but also reinforced the organization’s role on the international stage in advocating for a just transition that respects cultural diversity and traditional livelihoods. The insights and commitments from this event are expected to influence national policies, particularly in how they address the intersection of environmental sustainability, labor rights, and indigenous welfare.

This dialogue in Belem marks a significant step towards acknowledging and integrating the needs and knowledge of indigenous and tribal peoples in the global response to climate change, ensuring their active participation in shaping a future where economic, social, and environmental dimensions are harmoniously aligned.
