In a meeting with the Department of Labor and Employment (DOLE) last August 8, 2018, the Employers Confederation of the Philippines (ECOP) presented the draft of a certificate course on workplace compliance and inspection to Atty. Benjo Santos M. Benavidez, Director of the Bureau of Labor Relations, and Dr. Ma. Teresita S. Cucueco, Director of the Bureau of Working Conditions.
The certificate course was a product of months of coordination with DOLE at the height of reinforced labor inspection process – the issuance of Department Order No. 183 Series of 2017 and Administrative Order No. 164 Series of 2017 and other relevant laws. The course built on the gaps of the training provided by DOLE on industrial relations and labor standards which is being conducted for ten (10) consecutive days. It will address the problem of nominal representation of the employers due to unavailability in trainings offered by DOLE. This course will now be conducted over a period of two (2) months, every week for 2-3 days to enable participants from the employer sector who have fulltime jobs to join the course.
ECOP underpins its role in augmenting employer representation through this course offering. The organization intends to capacitate participants with the skills and knowledge of assisting their respective companies in self-assessment. The course offers knowledge and skills on workplace compliance and inspection. Among the topics which will be covered are General Labor Standards (GLS), Occupational Safety and Health Standards (OSHS), employee-employer relationships, collective bargaining, and more.
DOLE has agreed to partner with ECOP for the course and has committed to provide subject matter experts from their respective bureaus. Together with ECOP, it will confer certificates for 1) the completion of the course; and 2) accreditation as a safety officer. The target launching of the course is on October at the ECOP Secretariat office. Talks on regional rollouts are still ongoing.
