Program overview

In December 1953, the Philippines ratified key International Labour Organization (ILO) Conventions: the Freedom of Association and Protection of the Right to Organize Convention, 1948 (No. 87) and the Right to Organise and Collective Bargaining Convention, 1949 (No. 98) . The Philippines has enacted the Labor Code and other policies after ratification. The rights to freedom of association and collective bargaining are enshrined in the 1987 Philippine Constitution (Article 13).

With these laws, employers must completely understand how trade union works and how they can establish a harmonious relationship with them to avoid industrial disputes.

This 2-session program will helps employers understand what trade unions are and how they can co-exist with them without jeopardizing business objectives and without committing unfair labor practices.

Facilitator 

Atty. Noel D. Balsicas, C.P.A.  

Atty. Noel finished his Bachelor of Science in Commerce (Major in Accounting) from Southwestern University magna cum laude and soon after passed the Accountancy Board Examination. He completed his Bachelor of Laws from the University of Cebu as class salutatorian and immediately thereafter hurdled the Philippine Bar Examination. He also earned a Master’s degree (Master in Management, Major in Business Management) from the University of the Philippines.

Atty. Noel has over 30 years of experience in the fields of human resource management and labor relations as an HR practitioner in the country’s biggest and oldest conglomerate.
