Republic Act No. 11165, otherwise known as “An Act Institutionalizing Telecommuting as an Alternative Work Arrangement for Employees in the Private Sector” was signed into law by President Rodrigo Duterte on 20 December 2018. In this regard, the Employers Confederation of the Philippines (ECOP) conducted a survey on the prevalence of telecommuting practices in various Philippine enterprises viewed from different employment sizes and industries.

Telecommuting is defined in the law as “a work arrangement that allows an employee in the private sector to work from an alternative workplace with the use of telecommunication and/or computer technologies.”

Aside from promoting work-life balance, R.A. 11165 seeks to promote telecommuting as a countermeasure to alleviate the worsening traffic congestion particularly in Metro Manila and its staggering economic costs and deleterious effect on public health.

The data gathered from this survey supports ECOP’s lobbying activities towards the development of the IRR and provides our stakeholders an idea of workplace practices covered by the law.

The survey was conducted from 11 February to 4 March 2019 with a total of ninety-eight (98) respondents.
