The Department of Labor and Employment (DOLE) through the Bureau of Working Conditions (BWC) conducted a second consultation meeting last 19 February 2019 in relation to the drafting of rules and regulations implementing R.A. 11165 also known as the Telecommuting Act.

The consultation was exclusively composed of representatives from management sector.

The bulk of the discussion was on the telecommuting program provision, whether or not the agreement of the employer and the employee regarding the telecommuting program shall be in the form of a contract, company policy, or any written agreement will suffice. Representatives from companies who are already in the practice of telecommuting suggested that a written agreement through the company policy is the most feasible.

Other provisions of the IRR, particularly on the definition of terms, minimum benefits, data privacy, administration of the program, grievance procedure and the pilot program were discussed extensively.

The next consultation meetings on the IRR have been set on March 5, 12, and 19, 2019
