On March 11, 2020, the World Health Organization (WHO) declared the coronavirus (COVID19) outbreak as pandemic.  COVID 19 spread is most likely to happen when there is close contact of at least 2 meters with an infected person.  It is likely that the risk increases the longer someone has close contact with an infected person as droplets produced by an infected person through coughing and sneezing.  Transmission is also possible by touching a surface, object, or the hand of an infected individual such as shaking hands, opening the doorknobs, and then touching one’s face.

As early as March 8, 2020, President Rodrigo Duterte, recognizing that COVID-19 constitutes a threat to national security declared a State if Public Health emergency throughout the Philippines through Proclamation No. 922.

As the community quarantine is set to end on May 31, 2020, mitigating the social, health and economic impact of this global pandemic will require multi-faceted responses from all duty bearers which include government, private sector, and other stakeholders.  Particularly, the safety and health of the entire workforce who will be returning to work will be of paramount concern of employers.  It is only through the formulation and implementation of effective Occupational Safety and Health (OSH) measures to protect the lives of the employees and their families, the organizations’ clients, business partners and the larger communities will ensure business continuity.

While it is not possible to eliminate the risks of COVID19 infection in the workplace, companies may still minimize the risk by formulating and implementing effective OSH protocols.

The International Labour Organization (ILO) during the World Day of Safety and Health outlined the following recommendations to ensure a safe return to work and avoid further work disruptions.

Mapping hazards and assessing risks of contagion in relation to all work operations and continuing to assess them following a return to work.

  1. Adopting risk control measures adopted to each sector and the specifics of each workplace and workforce
  • Reducing physical interactions between workers, contractors, customers, and visitors and respecting physical distancing when any interaction occurs.
  • Improving ventilation in the workplace
  • Regularly cleaning of surfaces, ensuring workplaces are clean and hygienic, and providing adequate facilities for handwashing and sanitation.
  1. Providing Personal Protective Equipment (PPE) at no cost
  2. Providing arrangements for isolating suspected cases and tracing of every contact.
  3. Providing mental health support for staff
  4. Providing training, education and information material about health and safety at work, including proper hygiene practices and the use of any workplace controls (including PPE)

Consequenly, on April 30, 2020 the Department of Trade and Indudtry (DTI) and the Department of Labour and Employment (DOLE) issued the DT DOLE Interim Guidleines on Workplace Prevention and Control of COVID 19 which specifically outlined the responsibilities of employers and workers in ensuring the safety and health of the workforce in a risk-controlled scenario post  Enhanced Community Quarantine (ECQ).

Among others, employers are mandated to:

  1. Provide the necessary company policies for the prevention and control of COVID-19 in consultation with workers. Advocacy and IEC programs should be taken from DOH, WHO and reliable sources of information on COVID-19.
  2. Provide resources and materials needed to keep the workers healthy and the workplace safe, e.g., masks, soap, sanitizer, disinfectant, and PPEs.
  3. Designate the safety officer to monitor COVID-19 prevention and control measures such as physical distancing, wearing of masks, regular disinfection, compliance to thermal scanning and accomplishing health symptoms questionnaire
  4. Enhance health insurance provision for workers
  5. Where feasible, provide shuttle service and/or decent accommodation on near-site location to lessen travel and people movement.
  6. Enjoin the hiring from local community and
  7. Put up a COVID-19 Hotline and Call Center for employees to report if symptomatic, and daily monitoring scheme of our “suspect” employee condition.

While all these guidelines are very timely as business operation will slowly but steadily return in a “new normal” scenario, it is crucial to capacitate the management on how to translate these guidelines and protocols into concrete steps, “know how”, and effective strategies.


At the end of the program, participants will be able to:

  • Revisit the OSH law and apply it to the current pandemic situation
  • Revisit and realign their company emergency preparedness and integrate the new DOLE OSH policies
  • Include pandemic preparedness to their company policies
