Industrial relations practices have been with the Philippines for over a century. In 1948, the Philippines become a member of the International Labor Organization, a specialized agency of the United Nations that deals with labor problems, particularly international labor standards, social protection, and work opportunities for all, and ratified 38 conventions.  These conventions also became the basis in crafting the Labor Code of the Philippines.

Good industrial relations exists between the management and the workers when management provides good working conditions through and above compliance and in return increase in productivity is given by the workers. With reference to the international labor conventions, IR and HR practitioners can refer to these conventions in designing company policy or code of conduct aims at maintaining proactive labor relations and avoid labor disputes.

Module 1 of the Industrial Relations and Human Resources Certification course will give the foundation for the succeeding topics employment relationships, labor standards and inspection, social dialogue and collective bargaining, and dispute resolution.



At the end of the module, participants will be able to:

  • Know and understand how industrial relations work in an enterprise level
  • Able to learn the international industrial relations framework and apply its concepts to the workplaces
  • Revisit some of the pertinent labor policies that can affect their business strategies
  • Know what the different types of employment relationships are and how these concepts are being used by businesses



a.       Basic Concepts of Industrial Relations

  • What is industrial relations?
  • Theory of IR
This part introduces the concept and theory of industrial relations from legal to business perspectives How industrial relations work in an enterprise level. And what are the roles of the government and the Labor union in the tripartite body.
b.       International Industrial Relations Framework

  • The International Labor Organization (ILO): history and goals
  • International labor standards (ILS): concept and formulation
  • Core labor standards and the fundamental principles and rights at work.


This part discusses what are the core international labor standards and the fundamental principles and rights at work which developed countries used as their basis in applying preferential tariff system to exporting countries. Fundamental principles and rights at work is included in the Multinational Enterprises (MNE) and Social Policy declaration.  And it provides direct guidance to enterprises on social policy and inclusive, responsible and sustainable workplace practices. How MNE declaration help Fortune 500 companies, as well as their suppliers, stay up with the competition.
c.       National Industrial Relations Framework

  • Scope and coverage of  national labor standards
  • The relationship between national and international labor standards
  • Labor standards compliance is good business
This focuses on the scope and the coverage of national labor standards. These standards are included in the DOLE compliance inspection checklist What is the cost of non-compliance to the company and how to comply?

  • Categories of employment
  • Contracting and subcontracting
What are categories of employment and non-standard forms of employment relations When do companies need to hire regular, seasonal, project, and casual employees? And how companies resort to labor-only contracting?

is a practicing lawyer with the Bitonio & Bitonio Law Offices. He has served or is serving as a management and policy consultant in several institutions (including as Independent Expert for the International Labor Organization and Labor Regulation Expert for the Asian Development Bank), as well as in private organizations and companies. He is also a professorial lecturer of labor law and industrial relations at the University of the Philippines, and is active as a lecturer or resource speaker in various fora on labor law, industrial relations and related subjects.

Prior to engaging in private practice and consultancy, Atty. Bitonio served the Philippine government for twenty years, including as director of labor relations, assistant secretary and undersecretary of the Department of Labor and Employment; chairman of the National Labor Relations Commission; and executive vice president and chief development officer of the Development Bank of the Philippines and chief executive officer of the Industrial Guarantee and Loan Fund. In various years, he was Philippine government adviser/delegate to the annual International Labour Conference (ILC) in Geneva, served as Philippine representative to the ILO Governing Body in 2004 to 2006, and chaired the Committee on Technical Cooperation in the ILC in 2006.

Atty. Bitonio obtained degrees in Bachelor of Arts and Bachelor of Laws from the University of the Philippines, and a Master in Public Management degree from the National University of Singapore (NUS) during which he was also an executive fellow at the Kennedy School of Government, Harvard University. He is currently based in Metro Manila, where he also lives with his wife and daughter.
