Basic Occupational Safety and Health (BOSH)

Program overview:

Under DOLE Department Order 198 series of 2018, companies that have more than 50 workers or falls under medium to high risk workplace must have a type 2 safety officer. This type of safety officer should have successfully undergone a 40-hour DOLE prescribed Basic Occupational Safety and Health Course conducted by a Safety Training Organization (STO).

The Employers Confederation of the Philippines is offering the 40-hour DOLE Bureau of Working Conditions approved course on Basic Occupational Safety and Health. At the end of the course, participants may be able to understand and apply the principles of basic safety, as well as they, will be able to get an accredited DOLE Safety Officer 2 certification. This program is targeted for the vast business operations such as services, manufacturing, and merchandising but limited to construction operations.


Program outline:

Leveling of expectation, Introduction of participants, Administrative information
Introduction: Basic Principles and Practices; Recognizing Hazards and Risks, Legislation

  1. Introduction to Occupational Safety & Health (OSH)
  2. OSH Standards and Other Regulatory Requirements
  3. Role of Supervisors
  4. Basic Work Accident Causations Theories
  5. Fundamentals of Safety Management

Hazard and risk recognition and Occupational Safety

  1. Hazards Recognition, Identification, Assessment and Control/Industrial Hygiene
  2. Personal Protective Equipment (PPE)
  3. Mechanical Safety
  4. Electrical Safety and Control of Hazardous Energy (COHE)
  5. Fire Safety


Hazard and risk recognition, Investigation and Behavior-Based Safety

  1. Materials Handling and Storage
  2. Emergency Preparedness
  3. Job Hazard Analysis (JHA)
  4. Accident Investigation
  5. Behavior-Based Safety, Motivation, and Communication


Site Visit and Inspection, Occupational Health, OSH Programming, and Re-entry

  1. Safety Inspection Lecture
  2. Actual Safety Inspection/Site Visit
  3. Workshop/Presentation of Observations on the Site visit
  4. Occupational Health and Introduction to First Aid
  5. Setting up the Safety and Health Program and Re-Entry Plan


Learning methodologies:

  • Action/re-entry planning
