With the easing of the community quarantine in most areas, the Philippine economy is gradually restarting. Business establishments and entrepreneurs are resuming operations, while workers are beginning to return to their work and livelihood activities. To provide guidance and facilitation for an orderly restart, the Department of Labor and Employment issued two labor advisories that will help employers as well as workers in navigating the post-lockdown workplace.


DOLE Labor Advisory No. 17 series of 2020 tackles telecommuting work arrangements, alternative work schemes, wage and wage-related benefits, entitlement of separated employees, and reporting requirements. DOLE Labor Advisory No. 18 discusses the cost of COVID-19 prevention and control measures that employers will have to shoulder.


To complement all efforts of the DOLE and the private sector, the Philippine Health Insurance Corporation has put in place policies and made available packages pertaining to COVID-19 testing of workers.


The Employers Confederation of the Philippines (ECOP) is holding a webinar entitled “Newly Issued DOLE Labor Advisories and PhilHealth Policy on COVID-19 Testing” under the series “Employers and Workers in the Time of COVID-19” on 26 May 2020, 5:00 pm via Zoom Meetings. Resource persons are DOLE OIC-Undersecretary Benjo Santos M. Benavidez, DOLE Assistant Secretary Ma. Teresita S. Cucueco, and PhilHealth Vice President for Corporate Affairs Group Dr. Shirley Domingo.
