The University of the Philippines Public Administration Research and Extensions Services, Inc. (UPPAF) held the 5th Supply Chain Analytics Networks’ Hub e-Forum on 21 July 2020 to provide a briefing on the Telecommuting Act. The e-Forum’s objective is to expand the public’s understanding of relevant supply chain issues.

 

UPPAF invited ECOP President Sergio Ortiz-Luis, Jr., along with several other speakers, to provide relevant discussions on the salient features of the law and other issues such as data privacy, cybersecurity, employer responsibilities, employee productivity, and internet connectivity, among others.

 

In his speech, Mr. Ortiz-Luis focused on the advantages and disadvantages of telecommuting both to employers and employees, how to make it more effective, and the considerations and preparations before one can effectively implement the program.

 

He also talked about the ability of micro, small, and medium enterprises to implement such arrangement given their capability of providing the necessary equipment and tools. He also highlighted the role that the law has played in keeping many businesses afloat. The telecommuting arrangement may also be seen as compliance to precautions in reducing the risk of transmission of the coronavirus. He also made mention on the role that ECOP can contribute towards the effective implementation of the telecommuting law.

 

In the panel discussion, Mr. Ortiz-Luis called on stakeholders, especially policy-makers, to help in enticing more employers to adopt the program in their companies by providing a business-friendly policy environment and not adding too much burden to employers by way of legislation. It may be recalled that a lawmaker is eager to pass on a bill that mandates employers to subsidize the employee’s electricity cost.

The 41st Virtual NCE will feature four main topics focusing on (1) the Digital Employer, (2) the Agile Employer, (3) the Resilient Employer, and (4) Policy Reforms to Restart the Economy.

In addition to the abovementioned Conference sessions, the 41st Virtual NCE will also deliver pre- and post-Conference webinar sessions that will revolve around the four main topics which are designed to complement the Conference-proper topics. These pre- and post-session will run through June to July 2020 and August to September 2020, respectively.
