The Department of Labor and Employment – Institute of Labor Studies (DOLE-ILS), in cooperation with the ILO Country Office in Manila, conducted the 4th multipartite consultations for the Green Jobs HRD Plan. It focused on the Energy, Transportation, and ICT sectors, and was held on 29- 30 August 2018 held at Hotel H2O, Manila.
This consultation was participated by various agencies of the government, particularly Department of Energy (DOE), Department of Transportation (DOTr), Department of Information and Communication Technology (DICT), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA) among others. Labor groups represented in the consultation were the Federation of Free Workers (FFW), Alliance of Workers in the Informal Economy/Sector (ALLWIES), and transport group PISTON among others. On the other hand, the employers sector was represented by the Employers Confederation of the Philippines (ECOP), the IT and Business Process Association of the Philippines (IBPAP), Federation of Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII), Confederation of Truckers Association of the Philippines (CTAP), and many other individual companies.
The two-day consultation started by providing the attendees with the overview of the Philippine Green Jobs Act, the National Green Jobs Human Resource Development Plan, and the guidelines for Just Transition as patterned to the ILO. Inputs from the attendees were gathered through different workshops. These workshops focused on identifying constraints and opportunities in the green economy; visions of a green economy; jobs that will be eliminated, transformed and/or created in the transition to green economy and the skills required for these jobs; and recommendations for the following areas: skills development, enterprise development, compliance to environmental regulations, compliance to General Labor Standards and Occupational Safety and Health, access to finance and credit, and social protection.
The remaining multipartite consultations will focus on the construction industry, brown industries, solid waste and water management, manufacturing, and tourism and health.
